The thoughts below are points of interest that we have found on various Freeman cruisers applying for
their Boat Safety Scheme certificate. With all the varieties no two boats are likely to need the same
attention, therefore, some suggestions below will be found surplus to requirements or simply not suitable
for your particular application and conversely there may be requirements necessary on your boat that have
not been covered here. The Compliance Fact File goes into much more detail and suggests how to overcome

We think that most people will find the Fact File helpful.
A Brief Summary of the points which will probably affect most boats.
Ensure that the boat is prepared properly and that attention is given to 'accessible' and 'readily
accessible'. Remember the inspectors/surveyors do not carry tools.
Firstly, look at the fuel line/system:-
- marking of filler & tap
- fuel filler pipe
- consider the tank situation & fuel feeds
- bonding cable
- position & accessibility of tap
- flexible tubing
- ensure pipe joints are correct
- look at the separation of engine tray from general bilge area
- change dipstick if one is used
- watch out for glass bowls on filters & pumps
- examine carburettor situation
Secondly, look at electrical insulation:-
- batteries often need housing & securing
- check battery switches & labels
- watch for cables loose / close to fuel/gas lines
- overloaded fuse box
- general condition of cables
- secure spark plug cables
- provide battery box or insulate compartment
Thirdly, storage of fuel tanks:-
- spare fuel is restricted
- outboard engine, generator etc. with integral tanks cannot be stored in the bilge nor can spare gas cylinders!
- use properly vented boxes or make provision outside
Fire extinguishers need to be kept up to standard, sufficient size, quantity and ensure in date.
Fire blankets are now compulsory. Both need to be to the relevant BS/ISO standard.
Gas System
ALL GAS WORK TO BE UNDERTAKEN ONLY BY A RECOGNISED COMPETENT PERSON
- check the gas cylinder box
- check pipe condition
- check pipes are supported & joints visible
- label gas turn-off point
- ensure flexible pipe from cylinder conforms
- gas test points (or bubble tester) are now compulsory
- ensure appliances are secure
Special consideration should be given to the installation of gas fridges & water heaters
(particularly on petrol driven boats). Your attention is drawn to the need to protect any curtains or
other exposed woodwork or combustible material over the cooker, etc.
There is a general need to greatly increase ventilation.
At first sight the Boat Safety Scheme may seem an ordeal but the points are practical, sensible and have
come about due to someone else's misfortune.
