The lock anti-vandal key is used to release the additional security spring bolts fitted to many locks on the British canal network. It is a useful tool to have on board and sometimes worth have multiple keys sot that you have a choice of keys to try on the lock as many can be worn through constant use.
When an anti-vandalism system is in operation on a lock this key can be used to release the security spring bolt that allows you to operate the lock.
